SCEL is a great concept with potential to make an important contribution to education in Scotland and beyond.

The idea has been tried in a number of other systems and for the most part with vigour and worthy ambition. It seems to me experience tells us the real challenge for SCEL will be in implementation and how it articulates with government, universities, LAs and of course the field. All too often initiatives have become 'clubs' with some committed practitioners on the inside, leaving many school leaders on the outside, peering in wondering what it is all about. This has had a negative impact on credibility and buy in. It is important we learn the lessons from around the world.
